The complex was evacuated while emergency crews conducted a rapid test. The White House was soon reopened, and the powder was sent for further testing.
President Joe Biden was not at the White House at the time of evacuation, as he was at Camp David.
The Secret Service said an investigation is pending to determine how the substance entered the White House.
