Russian users have been unable to access Instagram's Threads app without the help of a VPN, according to Anton Gorelkin, the deputy chair of the State Duma's Committee on Information Policy, Technology and Communication.
The app, which focuses on sharing photos, videos and messages with smaller groups of friends, was the top-charting iPhone app in Russia, despite being affected by the ban.
Messages sent via Threads are encrypted and not visible to others, making it difficult for regulators to monitor.
Last year, a court exempted WhatsApp, owned by Facebook's Meta, from a public statements ban.
