Currently, packages or good items under $800 are exempt from border tariffs for individual buyers. The limit on duty-free packages could further widen the trade rift between the two countries.
Small business owners could face a tax increase and a requirement to hire customs brokers to process their shipments if efforts to cut the threshold amount or exclude specific countries from duty-free treatment are successful.
E-commerce businesses and consumers that import China-made products valued under $800 would be severely affected.
